House Approves Emrick Bill to Improve Public Oversight of the Delaware River Joint Toll Bridge Commission - 10/4/2018
Efforts by state Rep. Joe Emrick (R-Northampton) to tighten control over activities of the Delaware River Joint Toll Bridge Commission (DRJTBC) are a step closer to becoming law following overwhelming bipartisan support of House Bill 652. The legislation, which passed unanimously, may now be considered by the Senate.
Rep. Emrick Comments on House Passage of 2018-19 State Budget - 6/21/2018
The Fiscal Year 2018-19 General Appropriation bill (House Bill 2121) is on its way to the state Senate for consideration after the House of Representatives passed it Thursday by a vote of 188-10. The $32.7 billion spending plan increases growth by 1.7 percent, which is below the rate of inflation (2.13 percent), requires no additional taxes or revenues and officially erases a deficit. The budget also includes a record high $12.3 billion investment in education from pre-k through 12th grade, with additional increases in funding for career and technical education as well as higher education. The budget bill is expected to be sent to the governor prior to June 30, after anticipated Senate passage.

In an effort to protect Pennsylvanians from widespread tax increases proposed as a method to close the state’s budget deficit, a group of House Republican Lawmakers unveiled a proposal to bring the Commonwealth’s spending plan into balance without dipping into the checkbooks of taxpayers. The “Taxpayer’s Budget” would utilize money currently sitting idle in over 200 state-held accounts and redirect it to close budgetary shortfalls.
Emrick Comments on House Passage of On-Time State Budget with No Tax Increases - 6/27/2015
The House voted today, 112-77, in favor a $30.18 billion state budget that provides funding for the core functions of government without increasing the tax burden for Pennsylvania citizens. The budget legislation includes more than $200 million in increases for early childhood education, basic education and higher education; as well as additional funding for people with intellectual disabilities. The bill now goes to the Senate for consideration and is expected to go to the governor’s desk in the next several days. Comments are now available from Rep. Rep. Emrick Reacts to Governor’s Budget Proposal Calling for $4.7 Billion in New Spending - 3/4/2015
Republican members of the Pennsylvania House of Representatives offered their reactions to Gov. Wolf’s $33.8 billion state budget proposal, delivered Tuesday before a joint session of the House and Senate. The Governor’s plan would increase state spending by $4.7 billion and also increase a variety of state taxes, including the personal income tax and sales tax, as well as create a new gas severance tax which would be among the highest in the nation. An average Pennsylvania household with a median income of $52,548 would pay an additional 21% in state taxes under the Governor’s plan.
Rep. Emrick Supports Constitutional Amendment to Expand Homestead Property Tax Exemption to Full Value of Primary Residence - 5/3/2012
Legislation to amend the Pennsylvania Constitution to allow for the exclusion of up to 100 percent of the value of a principal residence from property taxes has been was unanimously approved by the state House. Rep. Joe Emrick (R-Northampton) said this begins the process to remove the constitutional hurdles that have prevented the passage of legislation to fully protect Pennsylvania homeowners from the burden of skyrocketing property taxes. Rep. Emrick Introduces Bills to Increase PA State Oversight of the Delaware River Joint Bridge Commission - 8/25/2011
A state lawmaker from the Lehigh Valley has introduced legislation calling for increased state oversight and gubernatorial veto power over decisions made by the Delaware River Joint Toll Bridge Commission. Joe Emrick (R-Northampton) said his package of bills has been introduced in reaction to the recent imposition of higher tolls by the bridge commission with no input from the Pennsylvania residents and businesses most directly affected by those increases. Rep. Emrick Comments on House Passage of an On-Time State Budget - 6/30/2011
The Pennsylvania House has passed a $27.15 billion spending plan Wednesday in Harrisburg, completing the state budget before the constitutional deadline of June 30th. The new state budget includes no tax increases, and reduces overall spending from the previous year. Rep. Joe Emerick (R-Northampton) said he was glad to be able to support a fiscally responsible state budget that does not raise taxes or increase state spending during tough economic times. Rep. Emrick Comments on Gov's Corbett's Budget Proposal - 3/11/2011
Lawmakers continue to react to Gov. Corbett’s budget address in which he laid out a $27.3 billion plan that would reduce state spending by 3.1% in the coming year with no tax increases. While lawmakers are generally supportive of the fiscally conservative plan, Rep. Joe Emrick (R-Northampton) says House members plan to take a closer look and try to find opportunities for improvement before a final version of the budget comes up for a vote.
